Riggs and Murtaugh are on the trail of South African diplomats who are using their immunity to engage in criminal activities.
I suppose I always liked the second Lethal Weapon movie because with the first movie we where told that Riggs was crazy and with the second movie the filmmakers peeled back the layers on the onion that is Riggs and we found out why he was crazy. Well that and the fact that Patsy Kensit who played Rika Van Den Haas was possibly one of my first on screen crushes. It should also be noted that considering the end of Apartheid in South Africa this is the most dated of the Lethal Weapon movies (though it does have one the more memorable pre-mortem one liners in movie history).
Even though Lethal Weapon 2 was probably one of the darker of the movies in the franchise the casting of Joe Pesci as Leo Getz was the final ingredient in establishing the heart of the entire franchise.
